Installing Hard drive(Bare)

I installed a replacement hard drive in a NEC laptop because the other drive was bad. I installed the exact same hard drive. I went to bios it detected it. I used the Win 98 start up disc and I get nothing. All that happens when i start the computer is it gives me this message. " Operating System Not Found" What do I need to do to get at least Dos or something on this hard drive to let me format or something?

see if you can set the bios to scan the floppy first for bootup..

Make sure your boot sequence is set to A: before C:
