Installing MSI R9 380 aming 4g

I have a MSI 900 FXA-GD80 motherboard
FX 8150 AMD FX-8 core Black Edition processor
Cool Master RS-PCAR-E3 power supply
60 gb Pyro SSD SATA III hd
1TB WD Caviar SATA hd
8gb DDR3 memory
Windows 7
I am trying to install a MSI R9 380 Gaming 4g graphics card. Card lights and fans run no output. Is the power supply not sufficient for the card or do I have another problem?

Do you plugged correctly the PCI-E cables into the GPU? Are you OC'ing your processor?

plugged in both 6 pin connecters. OC- overclocking? no

Not a great power supply , but should run a 380 and I don't think the fans run till they reach a certain thermal threshold.
