[SOLVED] Installing windows on new SSD without Bootable USB

Why cant I just install the new SSD, boot up windows (with the old drive still running it as primary), go to the website... and download the installation media on the new SSD, then go into the bios and change the new SSD to the primary boot..... will this not work? I dont understand why I need a bootable USB?
