Anyone know a way to prevent the New Hardware Installation Wizard from
being triggered on boot by a specific object? I have onboard sound but use
a PCI card instead due to software conflicts. The onboard has been disabled
in BIOS but I can't get the wizard to stop appearing. Is there a way in
Windows?

If it's disabled in the bios, Windows shouldn't see it at all, You might
want to take another look and make sure it's really disabled.

Otherwise, you can disable it in device manager, and Windows should stop
trying to install it.
