Question Intel 11900k Overheating at 4.7GHz with "be quiet! Slient Loop 2 240mm" AIO

Hello,
I've this PC that my father brought like 6months ago and having Thermal Throttling problem like forever. I've tried to Undervolt it by reducing Clock and Voltage, It seems to work at first but, this morning it start to act up by BSODing with something like "Clock Watchdog Timeout" or something. After the first BSOD I go to XTU and reduce the frequency from 5.0GHz to around 3.5GHz right away to prevent it thermal throttling, From my understanding the BSOD is from my CPU being in that state for too long so the PC shuts itself down by BSODing. Right now the CPU Frequency is at 3.5GHz with the Core Voltage of around 1.15 V and the temp Idle is around 50 Celsius. However, The processor Cache ratio is at 43x in XTU, I'm not sure I'm going to change it to 35x like the Core Frequency.

The Spec of the PC is:
  • CPU: i9 11900k
  • CPU Cooling: be quiet! Slient Loop 2 240mm AIO
  • RAM: 32GB 3200MHz
  • GPU: Zotac Gaming 3090
  • Motherboard: TUF GAMING Z590-Plus
  • BIOS Version/Date : American Megatrends Inc. 0405, 1/15/2021
  • Note: NO idea for PSW Brand and Voltage capabilities & Computer age

XTU Monitor:
  • Core Voltage Offset -0.050 V
  • Core Voltage: Default
  • Performance Active-Core Tuning: Everything 35x
  • Processor Cache Ratio: 43x
  • Processor Cache Voltage Offset: -0.050V
    Benchmark using XTU's Benchmark tool at 3.5GHz temp hits 80 Celsius and Voltage drop to around 1 V score is 3800 Mark

I've no idea what to do next, Please help me, I've tried everything I know and understand.

Before even going into all that voltage finagling... have you tried running it on stock BIOS settings with an air cooler?

It could just be a broken water cooler.
I saw that the AIO PUMP head wasn't connected to the pump at all, I tried contract the seller and they said that If the pump is connected to the CPU FAN header it's fine. I don't think this thing is too old for the pump to be broken.
I had a broken HDD connected to the Motherboard and just got to disconnect it today, Idk if it's from the HDD or that I reset the BIOS the CPU Temp is now chilling at around 60C at the XTU setting of something like this:

1 Active Core 51x
2 Active Core 51x
3 Active Core 51x
4 Active Core 49x
5 Active Core 47x
6 Active Core 46x
7 Active Core 46x
8 Active Core 45x

When I do the benchmark it still thermal throttle. Also it's running at around 1.550V, Should I worry about it?
I also don't trust XTU default Profile that much cause it set everything to 51x in the Setting I've shown above.

The 11900K runs very hot under load, and undervolting isn't guaranteed on any CPU. 1.55v seems to be on the high side voltage wise, but it depends on whether that's what it's actually running at or asking for as these can be different numbers.

What is your typical idle temperature? Unless the room your computer is in is really hot I'd expect to see upper 30s-mid 40s idle at most.

What is your typical idle temperature? Unless the room your computer is in is really hot I'd expect to see upper 30s-mid 40s idle at most.
As I know my room is around 26C, and the Idle temp of the setting I posted above your massage, the Idle temp right now is 40+ around 45C and Voltage is >=1.5V most of the time and using XTU benchmark the CPU thermal throttling.
I can do CPU Offset of about -0.050V and get it to around <= 1.5V all of this are Underload or Idle state with Discord, VM, My browser, 1 another program and XTU open

For normal use right now I'm running at all core 3.5GHz
