intel chipset installation

can anyone help me everytime i start my dell dimension 4600 with windows xp
home sp2 it immediatly goes into intel chipset installation i do what it says
and then restart and it does it all again i also get a bubble that says my
usb device would work faster on a usb2.0 porti dont know if this is one or
two questions can anyone help
