Intel Core i5 460m processor speed lower than expected

Hello,
I have an Intel Core i5 460m processor and after using the intel processor identification utility I found out that the expected speed was 2.53GHz and the bus speed was 133 GHz. However, the reported speeds were much lower.. They were 0.89 GHz and the bus speed was 99 MHz. These were the reported speeds I had while playing Skyrim. I haven't done anything to the BIOS settings and I'm not sure how to fix this... What should I do? Thanks.

Go into power settings and set it to high performance.

It is in high performance right now. Any other suggestions?

What software.? It usually declocks itself when you aren't doing anything.
