Question Intel Ethernet Connection I219-V: "This device cannot start (Code 10)" ?

I have issue on my ethernet device, it says "This device cannot start. (Code 10)
Error Event:
  1. Device PCI\VEN_8086&DEV_15B8&SUBSYS_15B81849&REV_00\3&11583659&0&FE had a problem starting.

How do I fix this without resetting my pc?

I have the same problem. It is with a new motherboard and CPU I am setting up. The motherboard is an ASRock Z790M PG Lightning D4 mATX. It is using the latest BIOS and I have installed the drivers from the ASRock download page. There is no exotic hardware installed - logitech KB and Mouse, Dell monitor, RTX3700, Crucial NVME drive, Corsair DDR4 memory

I have uninstalled and reinstalled several times. I have tried a fresh windows install. I have tried drivers directly from Intel and I have tried older versions of the driver. Each time, I get the Code 10 failure to install with the same message as shown in the original post.

I have installed a PCIE LAN card which gives me internet access but I wish to use that PCIE lane for other purposes so really need to get the LAN working.

I have followed instructions to reset the drivers through elevated command line but this also failed. I am currently in the process of trying to RMA the motherboard but any help would be appreciated.
