Intel i7-4510u stuck at 798 MHz

Okay, so the issue is that usually the processor in my HP laptop (Envy m7-k111dx) is made so that when processing power isn't needed, it runs at a lower clock speed to save power. However, when I start up anything that requires more power than Chrome, it just hangs out at 798 MHz, which causes atrocious frame rates even in games like Minecraft (i.e 15-25 FPS at native 1080p resolution), as seen here: https://gyazo.com/284186fafeba30aaba09674c78efa378 .
On a good day, when the processor decides to run at the 2.6 GHz it is advertised for, I usually get upwards of 140 FPS. Any idea as to why this is happening? I already have the power plan set to Maximum Performace, yet according to both Task Manager and HWMonitor it does basically nothing.

Just now I've realised that the BIOS was 2 years (!!!) out of date, so I went ahead and updated that, thinking it would resolve my issue. Unfortunately, it did absolutely nothing. Is there any way I can resolve this?
(I am working towards getting a desktop built, but it won't be for a little while.)
