Okay, so in idle its 40 C but when i play Counter Strike Global Offensive on maximum settings it reaches 80 C is this too high or is this normal

My Graphic card reaches 80 C but the degree goes never up and never down.

PC Specs:

CPU :Intel i7 4770 CPU 3.4 GHZ (Turbo Boost 3.9)
GPU: Palit Geforce GTX 770 Jetstream
RAM: Kingston RAM 16 GB DDR3 1600 MHZ
HDD: 1 TB Western Digital WD10EZRX-00A8LB0 (SATA)+ 250 GB SSD Samsung 840 EVO
PSU: 630 WATT Thermaltake Berlin +80 Plus Silver
MOTHERBOARD: Gigabyte GA-B85M-D3H rev 1.0
CPU COOLER: Intel Stock Fan
CASE: Cooler Master Silencio 650 Pure

Check if stock cooler is seated correctly, if not your CPU could be malfunctioning.
I suggest you to purchase an after market cooler, maybe Hyper 212 Evo.
I cleaned my CPU COOLER again and now i getting these temps. (Closed Case)

CPU : 74 Degrees

CORE 1 : 82 Degrees
Core 2 : 84 Degrees
Core 3 : 79 Degrees
Core 4 : 78 Degrees
Package : 82 Degrees

CPU Usage was 44%

CPU COOLER : 3358 RPM

GPU : 80 Degrees, 1740 RPM 99 Usage

Is this normal ?
 
If your temperature inside your house/office is about 25c+ then that could be normal, after all you've done I think it's probably time to think about an aftermarket cooler.

Did you try it with an open case? If not you should, it just rules out airflow being the problem.
