Intel Pentium 4 3GHz HT Northwood vs AMD Sempron 140

I am looking to upgrade my grandpa's system, and I was wondering, would the AMD Sempron 140 be an upgrade from his current Pentium 4 3GHz HT Northwood processor? I just want to upgrade his system for he can run Windows 7. The Sempron 140 is much newer and uses a superior architecture (K10 vs. the P4's NetBurst), however, the P4 has HT.

Does anyone know which is the better CPU? I don't want to spend too much money. Should I go for the Athlon II x2 245 instead?
 
Hmm, that Athlon II x2 250/Biostar N68S3+ combo looks interesting, and would be cheaper than what I have been planning with a better CPU. All I would need to add would be the RAM and the DVD+/-RW drive.

Anyway, I will keep watching NewEgg for such deals.
