Question intel wireless-n 7265 works fine with Ubuntu but cause problem with Windows

Lately, I want to add a m.2 WiFi card to my Shuttle DH110 and reinstall Windows 10 22h2 with it.
Everything works fine during the installation, and my computer reboot itself after the installation as usual.

Then my computer stuck at that Windows logo loading screen for several hours.

So I tried to install Ubuntu 20.04 with it, and everything works great.
The machine can detect my intel 7265 card and ready with wifi and bluetooth.

Then I install Windows back with 8.1 for test,
it can successfully boot but the card just disappeared in device manager.

Finally I install Windows 7,
the OS can detect the card but I cannot install the driver, it just says the driver cannot be installed on the device.

Does my Shuttle DH110 has a whitelist or something that may cause this kind of issue?

Right now I am trying to find information with UEFITool and BIOS(UEFI) dumped ROM.

It seems like a driver related issue.
I did remove the card first, install the driver, then plug the card back and get the same issue.

If the card is plugged in,
windows 10 cannot boot.
windows 8.1 cannot detect the card.
windows 7 can detect the card but many drivers I tried to install are failed.

I tried to plug the card when windows is boot up.
it only show the bluetooth device (and it can work) with nothing else.
