Internet Connection Issues

Hello, I'm having problems connecting to the internet with my Windows 7 PC. I'm connected using an ethernet cable directly into my modem. I've scoured the internet in hope of a fix to my problems (ie. boujour.exe, static ip) but haven't found any success yet. I am unable to release/renew my ip either. Here are some of my ip specs -

- From what I undersand, an IP address begginning with 169.254 signals a problem with the DHCP but I am not sure how to address this issue. Thanks for help!

I've checked the cables and the modem; there's another PC hoocked up to the modem and its not having any connection issues. I'm fairly certain that the problem lies within the software.
