A virus could cause those symptoms. Have you scanned for them?

Open a cmd.exe window and run ipconfig.exe /all capture the text and post the results.

To simplify things, I would recommend that disable IPv6 in your ethernet adapater properties. That might fix it, or it might not. But it does simplify things.
It is interesting that the first DNS server you have is an IPv6 address. Disabling IPv6 will eliminate that.

still didnt fix it i still get the errors

You say this is a "fresh windows" install. Where did you get the installation files ?
If you got the install from anywhere except Microsoft.com you could still have malware/virus.
Have you scanned for malware/virus ?
got it from microsoft yes

The URL listed -- https://www3.corsair.com/software/CUE_V5/public/modules/ If you open that in a browser do you get a blank page with "Not a file" ?

IS it possible the time on your PC is VERY wrong? That can mess up https:// access.
Here is an article on windows update that shows the URLs that need to be accessible -- https://learn.microsoft.com/en-us/p...nd-2008/cc708605(v=ws.10)?redirectedfrom=MSDN You should be able to verify that you can get to them by using a cmd.exe windows with the nslookup.exe -- remember to remove the http part of the of the URL to do an nslookup

I dont understand how to do that with firewall

Do you believe you have a firewall that is blocking?
If it is local to the host, temporarily disable it. That will eliminate it as a problem. It is UNLIKELY that a firewall is your problem.

As I said, is the time correct on your PC ?
yes time is correct
