Internet speed - Fix for faulty Desktop Ethernet port. Software or Hardware issue?

I have a gigabit download plan. ISP: Rogers Canada
On Ethernet, my laptop receives the normal download speed 850mb - 950mb.
On my desktop I only receive 200mb-300mb. How do I know if this is a faulty Ethernet port or a software issue? *These speeds are tested on the same Ethernet cables.

What I've tried:
-Tampering with NIC settings(switching to 1GB full duplex)
-Rebooting Modem
-Trying different cables
-Installing latest drivers

Motherboard LAN adapter or third party USB/PCIx Ethernet adapter? Make and model?

Does your desktop connect directly to the router or go through Ethernet wall jacks or powerline adapters?

Run Task Manager and Resource Monitor. Look at Networking/Ethernet information. Determine if some particular process, app, or service is grabbing network resources.

Who manages the network's router? Could be some router QoS setting therein that needs to be changed.
