Internet speed starts fast then slows down?

On speedtest and speakeasy, my internet starts out at ~25MBPS, then slows down to 15. This happens no matter what network config I'm using. I tried wireless at several distances, I tried directly hooking up to the router through a wired connection, and I tried hooking up directly to the modem. The results are very consistent. Ping stays between 15-20 and upload is no more than 2.5 MBPS. Also, the upload speed is really twitchy.

Yeah, I looked around and 16Mbps is about 2MBps.

If you have tried several different locations across the country, and you have a 100Mbps service. I'd call your provider.
What is the speed you are paying for?

If you are talking about, how the dial goes to the top and slowly drops back to your actual speed, that is just entertainment.
You can't read the speed til the test is done.
Before that the reading is meaningless.
 
In addition some slight variances could be caused by TCP windowing being in effect. For every transfer there is control based network overhead that can consume up your bandwidth. Though in this context I doubt it would consume 10Mbps worth.

As previously mentioned, verify what speed you are paying for and whether it is in line with what you are receiving.
