Internet speedtest faster on ubuntu than windows 7?

For some reason when i run a speedtest in windows 7 i get 0.3Mb/s and in ubuntu im getting 0.9Mb/s any reason why?

Google for the Win7 TCP Window setting. I heard it can mess up internet speeds and I *have* had it affect my internal network dramatically. I just disable the setting.

It's a simple command you run, then you restart. It was made to help with high-bandwidth high-latency connections, so it shouldn't hurt anything unless you got a dish for internet.

Again a windows restriction. Stick to Ubuntu
