IPS monitor with a matte screen?

In a few months, I'm going to start buying and building my very first gaming PC. I've been living off of old, dying desktops and underpowered laptops for years. I want to get a nice monitor to compliment my first high-end rig. I know what I want in said monitor, but what I'm looking for is recommendations so that I don't end up making a bad purchase. This is the list of things I need in a new monitor.

* IPS panel
* 1920x1080 resolution
* Size must be between 23 and 30 inches (I know everyone says 1080p pixel density is terrible on 27" or more, but I've never noticed it on friends' displays unless I'm sitting much closer than I normally would. I'm 100% okay with a 27" 1080p monitor)
* Low response time (I am aware that IPS monitors don't go below 5ms, but if we can stick as close to that number as possible, that would be fantastic)
* $250 or cheaper on Newegg
* A matte screen (I've been dealing with glossy, reflective screens for years and it's a safe bet to say that I'm done. I NEED a matte screen)

Any and all help is thoroughly appreciated and I thank you in advance.

Sorry bud, I'm in America. I figured "$250 or cheaper on Newegg" implied that well enough. And I don't need a 1440p display, I'm looking for 1080p. I'm pairing this monitor with an EVGA GTX 970 when I build my new PC.

It looks nice except for the price. Newegg lists it as $271 and that's a bit too far over budget for my liking. I'm afraid $250 is the hard limit.

Damn, sorry about that. It was 160£(pounds) when I bought mine. Thought it would be about 200$ in America.
I don't have anything to recommend you then, as I don't have any experience with other IPS monitors with the same requirements.

It's okay. I'm sure someone will come along and give me an idea. I've recently found the ASUS MX239H, and it fits my needs perfectly. I just wonder if there's anything else like or better, but cheaper.
