is 20% cpu usage at idle normal?

i have an i5 6600k and at idle it is at 20%, is that normal? and when i open task manager it jumps up to 100% for a second. I have 16gb ram and im running windows 10

Edit: when i swivel my mouse around the screen a little bit it goes up to 50% for some reason

so i finally reinstalled windows and a few games and that fixed all of my problems, thanks
