is 20% cpu usage at idle normal?

i have an i5 6600k and at idle it is at 20%, is that normal? and when i open task manager it jumps up to 100% for a second. I have 16gb ram and im running windows 10

Edit: when i swivel my mouse around the screen a little bit it goes up to 50% for some reason

It sounds like you have some background processes running. They may be wanted\unwanted background processes depending on what you are using your PC for.

I would honestly just format and reinstall Windows completely. My experience with anti-virus anti-malware programs is hit or miss.

Start fresh and install only the things you want on your PC. Get a decent anti-virus program after the fresh install and be careful in the future what you install and what you look at on the internet.
Certainly not normal, at idle your CPU shouldn't go over 5% usage, maybe up to 10% if you have several websites open with flash animations and such.

The fact that goes randomly to 50%+ usage makes me think there's some conflict software/hardware related in your PC. Check which process is using those 20%, you might wanna use Procexp instead of task manager to find out which one it is.

Also make sure to have all your drivers updated, verify all of them are properly installed under Device Manager.
 
Run Malwarebytes. Select CUSTOM SCAN, and do a FULL SCAN.
Remove any Antivirus software you have (most people don't wish to pay once they hit the 'must pay to use' after 30 days with the computer) and install a free antivirus like Panda, Avira, Avast and so on. Select a CUSTOM SCAN, and do a Full Scan.
Depends also how many 'things in the background' you have running. If you have alot running (checking email, facebook messenger, google drive, etc.) you have 20% of your system constantly being used.
Don't also forget if you have no seperate graphics cards, anything that is 'graphical' is using the CPU to do the work... like drawing the Icons, showing the background etc. This with background applications (said above) can eat away at PROCESSES.
 
can someone please try to answer me because i upgraded from an amd system just to try to fix this problem, but i it didnt change anything. I have been dealing with this for over a year

Usually that is the new (in W10) memory compression element, so it parks and compresses your memory and then as you need it has to uncompress and dole it out. This has NOTHING to do with AMD or Intel.

Please see the answers ALREADY SAID. if this is beyond your scope, then seek a friend or bring it to like Best Buy and ask them to look at it for you.

Also make sure you have EVERY UPDATE done from Windows Update. Some memory fixes have been applied over several updates.
