Hey, thanks for answering :)

I haven't got alot of experience in overclocking, and I am not particulary interested in it.
I am worried about buying older parts though and worry about the longevity of the budget build.

If your not into overclocking but want a kaby lake CPU you could get an i5 7600 non k paired with a h110 motherboard

 
I would be hesitant in overclocking in an ITX case in general, and would probably want a better cooler as well just in case.

As for obsolete? It really depends what you do with your PC and your expectations. A few sites I've come across are suggesting now is a good time for Sandy Bridge owners to upgrade because the increase in performance is noticeable (typically referring to the i5-2500k). If you play the latest triple A games then the i5-6600 will likely show its age sooner especially since you can't overclock to increase performance. If you don't then it's unlikely to be as big an issue.

Yeah I considered doing this as well, but since I do not have any spare Intel CPU, I won't be able to update the BIOS so the motherboard supports 7th generation, I think. Currently im stuck with an old AMD Phenom x4 955 on a Asus M4A77TD.

The price jump from Mini ITX motherboards that support 6th generation to 7th generation are all pretty substantial :(

Sorry I am slightly confused.
That motherboard you linked; "MSI B250I GAMING PRO AC " supports 7th generation CPUs, but the motherboards chipset B250 does not support overclocking, only the z170 and z270 seem to allow that.
Does this mean that the i5-7600k can't be used with any other chipset except those that allow overclocking?
Or that it simply can't be tampered with, and thus is just stuck at the factory 3.8 Ghz?

it means when you put a K chip on it you can't make use of the open multiplier and it'll run at stock speeds
