I have my pc for 2 years now and upgraded along the way, i now have
Ryzen 7 1700 (stock)
16GB 2666Mhz ram
ASUS strix GTX 1060 6gb (stock)
240gb ssd
1tb hdd

And my PSU is the Corsair VS450, white certified (so i think its not outputting 450 watt) Is this enough?

Solution
450W is enough for a Ryzen 7 1700 (stock) and ASUS strix GTX 1060 6gb (stock)

Yes. VS Series is the most entry level PSU from Corsair. But there are worse out there.

Yes. Don't buy Corsair because everything they make is like the VS Series. Everything from EVGA and Seasonic is better than anything from Corsair.

ARE YOU HIGH?!?!? LOL!
I meant quality wise, my wording was aweful, i had a vs unit which blew up, the new one, i changed to a tx650m because it had a 7 year warranty, 80+ gold, semi modular and was on sale, but otherwise Seasonic as you said

I also get stutters sometimes , so i thought that may be the problem

Wattage is sufficient, at stock speeds, but the quality is quite lacking. Efficiency does not equal quality either. A corsair Vengance should be decent, as well as the CX550m/650m. Seasonic Focus, or Evga G2/G3 would be preferred. That ram is a bit slow, for Ryzen, also.

I know that ram is a big part of ryzen’s performance, but i am going to upgrade to a cx550 probably , thanks for the help :)

I had a Corsair VS series PSU and I'm telling you, it looked like something a 10 y/o kid would put together, fan bearing was making weird noises plus it looked REALLY cheap. Don't buy it, go for EVGA or Seasonic.

It's difficult to measure "performance" of a PSU :) I decided to get EVGA 650W GQ, I am more than satisfied that I got that one - this year I bought a new GPU (Vega 56) which requires more power and also additional PSU cable, and my modular PSU had it covered. Production quality between EVGA and Corsair VS is like day and night. I had to pay like 50% more for that EVGA PSU back in 2016 when I built my PC (I returned Corsair after just 3 days, because as I already mentioned, it was making weird noises and I wasnt satisfied with quality) but I am glad I did. PSU is really important but is often overlooked.

Which VS do you have? The original one with the orange font on the side label or the new one with the gray scale artwork on the label?

The "gray" one is much, much better.

The VS450 is capable of putting out 450W. The problem is, the old version (the one with the orange lettering) was a very low end platform. The new one is from a completely different OEM, supports full input voltage range.

And the problems you're describing have absolutely nothing to do with "not enough power". If a PSU is not capable of delivering power, it's either going to shut down... or if it's a no-name brand PSU, blow up.

Furthermore: "White" certified just means it's only 80% efficiency. That has absolutely nothing to do with the PSU's output capability. 80 PLUS certification doesn't touch on that at all. It's a shame really, because too many people think that 80 PLUS certification level is some sort of badge of quality. It is not.

That PSU is not sufficient especially considering it is corsair VS unit, you'll really want to upgrade it, to something around the maybe 550w/600w 80+Bronze or above
