Is 8GB RAM enough for gaming?

I will get Fallout 4 soon and it asks for at least 8GB RAM should I get 16GB RAM just to be safe or it won't make much difference?

Is it better to have 2x4 than 1x8 for RAM?
Is DDR3 1600 Mhz perfect? Anything higher is pointless?

This is my build currently but need help on what motherboard, graphics card and psu to get, I will NOT overclock. I asked for suggestions in another thread but I want some more just to have more options. Someone suggested an i5 than an i7, is this because with this build I won't take full advantage of i7?

RAM: Corsair Vengeance DDR3 1600Mhz 2x4
Graphics card:
Storage: Western Digital Blue 1TB + Samsung 850 EVO SSD
PSU:
Case: Corsair Carbide Series 100R Silent

Fallout 4 recommended requirements seem to be over exaggerated imho but you never know...

 
With a 4790k and a z97 board you could use higher frequency RAM, with a locked CPU and H97/B85 you'd be limited to 1600 Mhz anyway so no point getting any higher. You didnt post your choice of motherboard.

I would go for a 8GB stick that is compatible, it should be enough for gaming for now and you can upgrade to 16GB with an identical stick easier than 4x4GB. If your budget permits getting a 16GB kit would save you from upgrading in the long run, as Tradesman said future games would recommend 16GB.
