Question Is 90% RAM usage bad ?

I've been playing a new game recently and I saw that RAM usage was 80%-90%.
I have 16GB RAM installed.

when playing sometimes it takes some time to load the graphics but it doesn’t bother

Windows always shows 90% ram use.

Task manager can be misleading if it is used to assess ram use.
Windows stores unused code in ram in anticipation of quick reuse.
If an app tries to access code that is not currently resident in ram, it needs to fetch it from the page file and write some older data to the page file to make room. That is called a hard page fault and while the fault is not resolved, the app stops dead.
Resolution can be painful if the page file is on a HDD.

When actively running, open task manager, open the resource monitor/memory tab.
Look at the hard fault rate column.
If you see anything much more than zero, you can use more ram.

i have 16gb ram .So when im playing i always have msi afterburner on it shows that im using 13-15gb ram on game “throne and liberty”.thats the only game thats using that much ram

Windows itself uses 3-4GB of RAM even at true idle, during heavy use probably even much more which you can' ordinary see. For performance it's better if all is in RAM but if it gets close to100% it will heavily swap to disk and performance would take a dump.

but performance doesnt change when i play the game

It has nothing to do with physical properties, high usage wouldn't even cause it to heat up, use more power etc. Nothing at all.
