If you're running 100% usage on the GPU in GTAV, you need to turn down some of the needless settings like grass textures and draw distances in advanced settings. The CPU is NOT your bottleneck here.

Did you run the GTA V benchmark? He dropped down to the 40s as well. And then I saw the 1GHz variance in that stress test. That's the recipe for an apple and orange salad. Do you have the Nvidia Control Panel's Power management in the 3D settings set to maximum? Of course trimming the fat from background programs won't hurt, even with an I7 like that.
As far as potential is concerned I'm not sure. The other guy solved his low bench with a new CPU cooler but at 71C thermal throttling shouldn't be an issue.
What temp. does it get to with Intel's burn test?
