Is a Channel Well Technolgy (CWT) CI power 450w psu enough for gtx 750 ti?

intel i5 3470 3.2GHZ, 8GB ram, windows home 7 64 bit, radeon hd 6450 (which im planning to switch out for gtx 750 ti)

yes it world work but it would be a good idea to upgrade to a better PSU

Yes it's plenty, manufacturer recommends at least 300w PSU. However, there are other considerations, the CPU brand for one.
There are good, very good, and bad ones. CWT make PSUs for Corsair & Antec so it should be okay.
