Could you state why you're looking to purchase a discrete GPU? Would be a good idea to mention any app/games that you want to tax the discrete GPU with. I'd say not to waste money on the GT710. What sort of a budget do you have for your discrete GPU purchase?

Might want to include he specs to your current build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. Include the BIOS version for your motherboard as well.

Absolutely not and here's why:

According to the TechPowerUp CPU Database, the R3-3200G has a Radeon Vega 8 IGP.

According to the TechPowerUp GPU Database, the Radeon Vega 8 IGP's performance is more than 4x that of the GT 710.

Why spend money on a GPU that is less than 25% as potent as the IGP that you already have? Unless you just want a video adapter for a second or third monitor, the GT 710 has nothing to offer you. In fact, if the GT 710 has less than 25% the performance of a Zen2-based Ryzen 3's IGP, it has no real reason to exist at all.

Not only will AMD's IGPU outperform a gt 710 even Intel's historically bad IGPUs (for gaming) are about 2x as potent as the GT710. You should absolutely not buy a GT 710 unless you only need more video outputs.
