With medium to high settings at 1080p and a 9600k you should, for MOST games, be right there in the 144fps conversation. It would probably however be prudent to make sure you get a monitor that has G-sync compatible Freesync, or actual G-sync, (G-sync compatible Freesync monitors are a LOT less expensive) so that for any games that are particularly CPU intensive that you aren't able to hit golden numbers with, it is able to keep any tearing problems under control.
Mostly, 144fps will be a matter of what CPU you have, not what graphics card you have, depending of course on what level of quality settings you are aiming for.

RTX 2060 is pretty much more than enough for ANY 1080p configuration, but as I said, that doesn't necessarily mean you'll be able to hit 144fps if your CPU isn't up to the task.
