Is Bottleneck Possible?

I think I might be experiencing bottlenecking. While playing Overwatch, I get a minimum of 65fps and a maximum of 90fps in combat with all low settings and 100% render scale. My CPU usage is at 90%-100% at all times in game and task manager shows that my CPU is running at 4.99GHz when I have it set to 4GHz in BIOS. My Disk usage is always running around 80%-100%. BIOS limited my RAM to 1400MHz as well. I just want to know why my PC is under-performing. Thanks.
System Specs:
CPU: G3258 Overclocked to 4GHz
RAM: 2 x DDR3 4GB 1600Mhz
GPU: Nvidia GeForce GTX 1060 6GB
HDD: 1TB Toshiba MQ01ABD100 (Was an external drive but cracked it open and used it via SATA)

I think so as you probably need a quad core with the GTX 1060. Here is a upgrade build if your case can handle the CM212 dual fan.

If your CPU usage is that high, and considering it's an entry-level dual core, it definitely sounds/looks like you've got a CPU bottleneck. I agree with Elbert, a quad-core will definitely get you better performance.
 
Whats your motherboard? Could put in an i5/i7

The hdd youre using is not much chop, 5400rpm drives aren't fast enough for gaming.

Your ram being limited would be the motherboard not accepting the cpu memory controller much higher than 1333. Unlocked cpus should be fine or an bios update might improve memory compatibility.

Check background programs not chewing recources.

Dual cores aren't much chop these days. If your mobo supports a 4770k/4790k, buying used might be an cheaper option instead of a complete build.
