My friend is building new pc and he has these two processors lying around, both are rarely used.
so he is giving me q9650 for 10$ and q9400 for 4$
What do you think? if I get q9650 can I get some performance boost in general task like browsing?

Need to check your board for compatibility, some of the ones running Core2 duo 5000 series won't run a quad Q9650, only a Q6600.

And they both are running Q9650, so I think it will work on my mobo

I think you are right, I saw where some one was running one of those converted Xeon's (X5472,120 watts) , just make sure you have good air flow to cool the VRM's. (Q9650, 95 watts)
