Is CPU cooler fan nessasary?

I want to know that is a CPU cooler nessasary for the PC I'm building?The specs are:-
1. Intel core i5 6400
2. Zotac gt610
3. Gigabyte h1100m-s2
4.corsair vengeance 4gb
5.corsair 450w power supply
6.1tb Hard disk

Well, to be precise: yes, you need cooler, but you can use one that comes with CPU for that build (assuming you are buying BOX version of CPU).

The graphics on the Intel chip are about the same as the gt610 so don't buy that card .
If you already own it then fair enough.

coolers are necessary. cooler fans are also necessary unless you got a 35 watt power saving cpu with the T or S suffix on the end. even with that you will need to disable the cpu fan missing alert from the uefi/bios. that keeps on warning you that you do not have a cpu fan connected every time you boot.
