I have a rx 550 Low Profile, while playing the temperature up to 89º and watch in the website of amd thanthe max temps of this gpu is 80º, excuse for my english .

Its basically because the cooling is not adequate, It only has one small fan,so we need enough ventilation through the PC Case, or else the fan wouldn't be able to keep up.

Even though the card will thermal throttle to keep the temps down, its still not recommended to run it at high temps.

If you use the card like that for a long time, then it will probably not last as long as you want it to.

TIP: Try adjusting the fan curve and speed to see if the temps go down, and also check if the case has enough ventilation :)

even the CPU reach 80c. maybe you need better air flow. any way 84c still safe for GPU. but low end GPU such as RX550 should not get that hot. as i said earlier: air flow
In my processor I use the stock Intel heatsink. I also have an RGB fan on the left side of the case but sometimes the GPU doesn't get so hot, I clarify I live in an area where it's up to 40° C

Can you show a photo of your system with side panel removed?
How many fans installed?

Left side fan? Is that exhaust fan at rear of the pc?
Do you have any frontal intake fans? If not, then those are necessary for airflow.

Also - you should check, if GPU fan is spinning at all. It may have died.
 
When you first put your pc on you may see that the fan is not spinning straight away , this is because a lot of GPU fans are not designed to start working until the temp gets to around 70c.

Take a look at the GPU temp when you are not using the pc to do anything , when my pc is just switched on and i am not actually doing anything my gtx 1080 is at 35c
