I have been trying to figure out what may be wrong with my computer build or that is rendering me from getting my maximum fps and i havent been able to figure it out in a couple months. i have a gtx 760 graphics card, a cx600m powersupply, and an amd fx 6350 6-core processor.
Is anything wrong here

Nothing that I can see, actually all your components look to be running exceptionally cool if anything. What sort of games and settings are you playing at?
Well right now im playing diablo 3 but i have had fps issues with other games as well and im playing on max graphics settings for the game but the game isnt really graphics card demanding, but when i start fighting a group of people my fps drops down to 13 fps.
What sort of resolution are you playing at? Download MSI afterburner, open it up then play Diablo for a bit. Quit diablo and screenshot the afterburner app as quickly as possible then post here. Then we can see whether the graphics card is slowing itself down/not being fully used.

Okay as you can see on the afterburner graph under GPU usage it seems to be varying alot. This could mean that either your CPU is holding it back or the game is hitting a framerate limit. What FPS does it play at normally?
Edit: I've been doing more reading, I'm still not sure whats causing the dip. It's not a very demanding game on either the CPU or GPU. Could you open up Task Manager go to the 'performance' tab so that we can see CPU utilisation % then run the game for a bit again. Try to get it down to 13 fps then post another screenshot.
