Is Hitachi a good hard drive brand?

I bought 2 WD hard drive a WD Black, and a WD Blue. I have been extremely disappointed with both of them, the WD Black sounded like a popcord maker louder than one in fact, and the WD blue makes the same noise just a little bit less but it is still very noticeable, and now I get random frame drops in games, I used to get a solid 60 FPS in GTA and in Fallout 4, but now my frame rate drops to 30 every 20ish seconds and I also get frame drops on GTA which used to never leave 60 FPS. So will Hitachi make a loud noise or is it silent like hard drives are supposed to be because right now that hard drive is louder than the rest of my PC. I'm getting Hitachi 2TB 64MB Cache 7200RPM it is cheaper than my current WD Blue hard drive but also has more RPM which the blue that I have only has 5400 compared to the 7200.

I'm really surprised about noise in WD Blacks: In my desktop configuration I have two (2 TB each) installed internally and five (four 2 TB and one 1 TB) installed in enclosures: None of them make any noise whatsoever. My noisiest drive is my HGST 4 TB and even that is pretty quiet.

The big advantage with WD Blacks is the 5-year warranty and a very easy no-questions-asked warranty replacement policy.
Increasing the RPM of the HDD is only going to create even more noise. The fact that it's a big drive also lends to the noise. I has to spin a multitude of platters and scan through so much empty space to get to where it's going, so that's all going to create noise. I second the SSD suggestion if noise is your main concern. It will also definitely increase your FPS for most titles.
 
I have a Toshiba 3 TB, which is a rebranded Hitachi drive.

It is not silent either. The only truly quiet drives I've had were laptop drives, or Seagates (but I don't trust their drives).

Some hard disks have a utility - WD does for sure - where you can bias the drive to quieter operation rather than performance. You can also look into rubber mounting rails or screws for your case.
