Is it dead pixels?

Solution
If you have good camera, take some images of the TV area where you found dead pixels with low shutter time + some zoom, take as clearly as you should be able to magnify to the extent till you can identify sub-pixels of each pixel

There are two cases
1. Complete pixel dead
2. Only sub-pixel dead (sub pixels colors will be RGB)

If dead pixel is confirmed on the image, then
Gently rub that area with soft cloth and see if that gets corrected, if not, RMA is recommended

I'm unsure as I haven't had a monitor with dead pixel before. Benq stated min 3 dark ?

Yes different companies say different count of dead pixels for RMA, I do not think you will get issue with one dead pixel, see if you can accept one dead pixel, if not, then you can RMA or sell the product

based on the picture itself. Is it more than 3 pixel?

Yes it should be more than or equal to 3 dead pixels to get eligible for RMA
