my friend has a 4k monitor because he bought one with an xbox x a while ago. can someone make a decent pc that does 4k for 1000$?

you DO NOT need a 2080ti for 4k m8, you could get 4k 60 on a 2070. and you are incorrect about the cpu too, as you go up in resolution the load gets LESS on the cpu, meaning that you can use a cheaper cpu on 4k than what you can at 1080p, a system with a 2060/2070 and an r5 2600 will get 4k 60 np at allWelcome to the forums!
PC that does 4K 'gaming' or 4K 'videos'? Videos yes. Gaming not really.
Don't know what the 4K display is but a graphics card that can do proper 4K gaming (hold frame rate at around 60FPS) is RTX 2080Ti and that is around $1000 +$100/$200. To feed a card with the data it needs you'd need a powerful CPU too and those are also normally above $300.

the examples you said, lets say a 2080ti with a 2700x. will get 100+ at 4k
You DO need a 2080ti for 4k/60fps on high/ultra! Period. Even with the 2080ti, there are already a bunch of games that can't do 4k/60fps high/ ultra, not to mention trying to enable ray tracing.
