Can you use a dongle in a laptop to create a wireless connection for a pay as you go phone without 3G connection?

Solution
Way to many variables to say for sure.

In general you can use a PC as a hotspot to share its internet connection. This feature is called ICS and has been around since they used to share a dialup modem connections.

Microsoft has pretty good doc on setting up ICS...even though I think they call it something else in windows 10.

The issues I can see you might have. ICS needs a special option in the driver that lets the ICS function connect. Drives for dongles do not always have this option so you can not use it for the ICS function. Another issue will be if you can get your pay as you go phone to connect to wifi without a sim. Now you may be able to use a sim that is not active but I have seen many of these phones that refuse...

I would like to be able to connect a pay as you go phone that doesn't have a 3G SIM card to the internet at home. However I currently use a 3G dongle to connect my laptop to the internet, so my question is would I be able to gain 3G access from the dongle, by making it a hot spot perhaps, to then be able to use WhatsApp etc on my pay as you go phone?

Greedy phone companies is all this is.

I would start very simple and see if you can even get the ICS function. I would then see if you can connect the pay as you go phone to something like a open hotspot at a store or restaurant. ICS is a pain sometime but it does work.

ok, that makes sense now

you should be able to enable the hotspot for your laptop's 3g connection and then connect to that from the phone as a wifi signal. turning on the hotspot should be done through the connection software installed with the dongle.

that's assuming you are allowed to use it as a hotspot. some services do not allow it though most have no problem with it. overall it should be somewhere in the software to turn it on and then it is simply connecting to that wifi signal on the phone.
