Question Is it worth buying this PC?

6 months old PC - XEON E3-1230V3/16/240SSD+500/GTX 1660 6GB.. The guy wants to sell it for 800 dollars! And the GPU is really new only few days old. Is it worth it? For 800 dollars with brand new GPU? Also 12 months insurance!

That processor is from 2013. It isn't bad in itself so far as cores/threads/speed but would be seriously dubious about the 6 month old claim.
You can find refurbished systems with that chip in them fairly cheap.

According to what type of SSD, it could be valuable to a degree, the the 1660 is "ok" but the rest should be easy and inexpensive to find. I wouldn't pay that for it (in the US).

Too expensive, $450 maybe $500 (US).

Yeah this is a rip off. I think this is another case of someone who doesn't realize PC part value. You would be better off buying the parts and building one.
