Is it worth it ? Should I buy this PC

Its 540$ CAD which is around 500$ USD. Ive been told that buying a low end computer is better than building one. Also, it comes with the OS win 8 so i think that its a pretty good deal. What do you think ? Can i run games at medium/high settings ? Please note that im 16 so I cant really buy or build a very good gaming pc. I live in Canada

Nah, if I was you save up a little bit more, the GPU on that PC is really bad (won't run anything on high), and they haven't listed what brand the PSU is.
You might want to look at APU based systems around that price, from my experience building is always cheaper no matter what specs your looking for.

Ok... this should get you medium fps and is better than the Cyberpower one...mouse+keyboard can be bought very cheaply, I'll leave the choice to you. PSU and GPU are better too.
