That would be a huge upgrade, absolutely.

Remember, going to Skylake, you'll likely need DDR4 (or DDR3L), so factor that into any budget.

I have the budget but should i wait for intel's new line of processors to launch or should i simply buy them ?

There's usually a ~5-10% performance gain in each generation - by Skylake is a huge jump over what you have.

If the i3-2120 is still doing what you want it to, then there's no harm in waiting. If you feeling it's struggling now, then Skylake would be just fine
