Question Is my 3090 dead? or am i doing something wrong

i think my graphics card is dead, i just got a Gigabyte eagle geforce rtx 3090 and was running well for a month or 2. a couple of days ago i turned on my pc and was doing schoolwork, no streams or anything opened up, and it just black screens but my PC fans and rgb was still on. i powered it off using the power button on the pc and now every time i try to turn it on my monitor can't detect my pc. I put my old GPU (1660 super) in and that works perfectly fine. i don't have another pc to test this 3090 on so actually see if it's dead or if it's wiring or something, but since then i've tried unplugging everything and taking everything out and putting it back together.
I've checked all the drivers, there all up to date. i don't know what else to do

here's my specs:

  • Intel Core i5-9400F 2.9 GHz 6-Core Processor
  • Corsair H60 (2018) 57.2 CFM Liquid CPU Cooler
  • Apevia ATX-WA900W 900 W ATX Power Supply
  • G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory
  • MSI B360M MORTAR Micro ATX LGA1151 Motherboard

Update i got a new Psu it's a EVGA SuperNOVA 1000 G2 80+ GOLD 1000w still hast worked, i might take it to a shop and see if they can do anything, maybe test the gpu in another PC

i've never run across a high quality Apevia power supply in many years of working with computers.

it's possible that this unit just cannot provide the required sustained load this card needs.
or like Phaaze88 mentions, "could very well be dead" already.

I had a similar issue like this in the past. You might want to try testing your psu with the jumper test.

How is this going to test for problems? It turns the PSU on, which if you bothered to read at all, it powers on with a 1660.... so there's the answer to the paper clip.

There is no real good way to test this outside of your computer with little load, can hook up a voltage meter and test for voltage drop on different rails, but this wont always provide an answer either, but as mentioned it already power the system with another GPU so there is no point in going further, chalk it up to as a dead or dying PSU.

I hate to say it, that PSU is bottom on the barrel when it comes to quality, Im shocked you got it to even power the 3090 in the first place.

Time to get new unit, a quality unit, don't have to spend a ton of money on one either to get a good unit. I doubt your 3090 is dead, PSU's do get weaker as they age, and cheap units are just that cheap and unreliable.

Yeah, first things first, replace the PSU and see what happens. This PSU is of appallingly low quality; I wouldn't have ever even turned it on with the 1660 Super, let alone running it for two months with a much more powerful, much more expensive GPU. The GPU is usually fine when it's run with a simply inadequately powered PSU, but this PSU is so frightening that I'm not even sure about that in this case.

This is the PC equivalent of ingesting pills you found in an unmarked container in an alley.
