Is my cpu bottlenecking my gpu?



Yes it bottlenecks your R9 290. Pair it with any of the FX 8xxx processors or even a FX 6300, for any meaningful full potential performance of R9 290.

Even if it's phenom ii x2 565 BE, it will not to be able keep up with that monster GPU.

Like callofDEEP said, even with the best x2 it will most likely bottleneck and r9 290. The 290 is a high end product and the phenom x2's are pretty low end. Also could you specify what you are doing on your system? (I assume your gaming)
 


I had a FX-6300 with a GTX 760...and according to GeForce Experience and my own fiddling about, even the 6300 was bottlenecking the 760...go for an 8000 series FX CPU.
 
An 8xxx wouldn't be any better in most games since they have the same base/boost clock and there are rarely any games that scale that well on 8 cores. However the 8320 will be the best bang for his buck if his motherboard support it. Otherwise I strongly advice the OP to get a locked i5 with a budget motherboard. OR since you are an overclocker and if money is not an issue for you get a K series i5 with a good motherboard (I think motherboards with Z97 chipset are good for overclocking, I don't know that much about Intel motherboards).
 
do not worry about the socket.. am3+ will fit straight into am3.. no probs.. all u have see is your budget ..
low budget-6300
med budget- 8320 or 8350
high budget- change the mobo and cpu .. get intel combo..
update - oops sorry am3 cpu works with am3+ socket
am3 socket doest work with am3+ cpu..
all u are left with is an upgrade to an intel platform.. which makes more sense now rather than picking amd..
 


Probably but if you can afford it i would go for a locked i5 or i7 cause that will be enough for an upgrade from the 290
