Question Is my CPU Bottlenecking my GPU?

Im running an Intel I7 7700k and my gpu is a 1080TI and im struggling to get 100 fps consistently on the new call of duty. On overwatch I can only reash 144fps when on all low settings and I have water cooling so I don't think the cooling would be the issue. I have reset my pc and reinstall windows a few times but nothing seems to change. Any help would be greatly appreciated
