Question Is my CPU bottlenecking my GPU?

Hello!
Everytime i played a game my CPU just went up to 100% utilization but my gpu is at around 30%-50%,
I Dont Know why my gpu is low on utilization but my cpu is at 100%
I usually play the game on windowed mode and also i don't overclocked my cpu.
My ram is also on single channel maybe thats the problem but i dont know.

My Specs are :
- Intel i5 7400
- Asrock H110M-HDV
- Nvidia Geforce GTX 1650
- RAM 16GB single channel
- Aerocool Lux 550w+ Bronze

What ram are you working with? You'd actually get a slight performance boost if you had a dual channel ram kit in your build/platform.
the chips from silicon power but i dont know who the manifacture is. im planning to upgrade to dual channel maybe thats the problem
 
There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.

It might appear that your cpu is your current limiting factor.
It may depend on the game you play.
Run this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

Your CPU is fairly slow, and it's from that time when Intel was segmenting with hyperthreading which puts it at further disadvantage. Dual channel memory will definitely make some difference, especially with regards to performance consistency. The speed of the DRAM can make a difference as well since that CPU supports both 2133 and 2400 you'd see better results with the latter.

What software are you using to see CPU/GPU usage? This can make a difference depending on the accuracy.

I just use task manager to see my cpu and gpu usage.
 
A 4c/4t cpu will always be a weak spot, and that has been the case for about 6 years...

100% cpu usage will be normal, as will stutters, frame rate dips, etc...

Nothing you can do about it, truthfully, depending on which games you are running. (Stick to older games not much more intensive than Doom4, Quake4, FEAR< etc..; there will be likely no Starfield on that rig, sorry)

No real room to upgrade on a mainboard of that era short of a 7700K, which even though a 4c/8t cpu, is certainly not worth purchasing for more than $50 today, IMO... (Although I happily remember paying $349 for mine only 6.8 years ago!)
