Okay so I have a new build its i7 4790k and it wad running fine last night but now the temp keeps rising even after i reinstalled the heat sink(was 49-50 idle before) now its at 52.5-53.

The CPU itself does not go past 1-2% UTILIZATION and is .76-.78ghz, even while gaming. This is causing stuttering, lag, and the whole 9 yards.

Update yes it keeps rising 54 now, feel like it will go up.

Also the cpu had grey thermal paste on it but it looked kinda burnt to me, maybe im paranoid, but it wasn't black or anything,

I recently installed a 9800gt last night (dont ask) and it was running fine... Now this...

Thoughts?
 
But the CPU was working fine and it randomly starts stuttering... a GPU cant bottleneck a CPU, that doesn't make a drop of sense. The reverse however, but that is not the case.

Stock fan... I don't get what the hell is wrong with it though. The heatsinks are in place, the fans spinning at 1200rpm...

What gives yo?

Dude, don't you understand though? I'm getting below the minimum supposed gz speed (.76) when its supposed to be .80

Onboard graphics is not working.

Something is wronnnng

Just wanted to let you know you were right, thanks for the answer. I was tunnel visioned and unable to comprehend your answer due to my frustration. New thermal paste has worked wonders to my problem.

I ordered the hyper 212 evo and the heatsink/fan seems too big.

Any recommendations??
