is my cpu fried?

Okay so I have a new build its i7 4790k and it wad running fine last night but now the temp keeps rising even after i reinstalled the heat sink(was 49-50 idle before) now its at 52.5-53.

The CPU itself does not go past 1-2% UTILIZATION and is .76-.78ghz, even while gaming. This is causing stuttering, lag, and the whole 9 yards.

Update yes it keeps rising 54 now, feel like it will go up.

Also the cpu had grey thermal paste on it but it looked kinda burnt to me, maybe im paranoid, but it wasn't black or anything,

I recently installed a 9800gt last night (dont ask) and it was running fine... Now this...

ur CPU is getting bottlenecked, ur GPU is not balancing with ur CPU that's the issue.
the CPU is taking all the pressure coz of ur card.

try getting a new GFX.

Stock fan... I don't get what the hell is wrong with it though. The heatsinks are in place, the fans spinning at 1200rpm...

Smh... even the BIOS is laggy. Onboard graphics is not booting up WINDOWS. SOMETHING IS WRONG 🙁

Okay well onboard graphics is acting odd and the CPU is just being dumb so I'm going to unistall the GPU and flash bios while im at it..

So the problem is the cooling then? I can see why that might be... i am worried i might of hurt the motherboard. I will order the cpu and artic silver 5 right now...

When you said the thermal paste was grey look burnt but not black.

Did you pull back the Heat sink CPU cooler to check the Thermal paste and put it back in without replacing the Thermal Paste?
Is it the pre applied Thermal Paste Intel uses on their Stock Heat sink?

Are you using a Stock Heat sink?

The thing is an i7 4790K is designed to boosts clock to 4.4 underload. The auto boost clock also tends to overvolt it.

If you used a stock cooler, your temperatures will hit that high.

But if you fiddled with the cooler without replacing the thermal paste then it has got to be a cooling problem.

the best way is to really pull out the cooler, clean thermal paste with alcohol and reapply new thermal paste if you have any.

or Shut down PC, buy a new Cooler Cheap one like the hyper 212 Evo, take out stock cooler, clean out thermal paste, apply new thermal paste that comes with the Hyper 212 Evo, install the hyper 212 evo and then see what happens.

If your using the CPU + CPU integrated graphics, the more it will get higher temperatures.... specially when or if your using the stock heatsink.

Just wanted to let you know you were right, thanks for the answer. I was tunnel visioned and unable to comprehend your answer due to my frustration. New thermal paste has worked wonders to my problem.

I ordered the hyper 212 evo and the heatsink/fan seems too big.

Any recommendations??
