Is my cpu holding me back?

So i have an i5-4690k and i feel like it is holding back my GTX 1070. I don't think this should be the problem but i am exploring all possible options since i feel like my 1070 isn't as good as it should be. Can this cpu hold back my 1070?

if you crank up the resolution to 4k and the fps remains about the same, it means the cpu is definitely holding it back

In most cases it will make little difference to get a better CPU.

It totally depends on the game and settings chosen.

You can TEST this by:

a) disable VSYNC, and
b) monitor "GPU usage" (MSI Afterburner, EVGA Precision etc. sometimes hard to figure out how to show that onscreen)

If you get over 90% then the CPU is either a very SMALL bottleneck or not at all. Run Unigine VALLEY. The GPU should stay near 95% except when switching between new test areas.

Other:
I had an issue where in POWER OPTIONS the PCIe link-state was set HIGH and throttling my GTX1080. check that.

There are other reasons such as video drivers etc but we need more information.

Hitman is more demanding than many titles for CPU and even it doesn't gain much from a better CPU. I used different CPU's so I could pair with a GTX1080 but it applies to you.

Note that jumping to 2560x1440 eliminated the CPU bottleneck as more load shifts to the GPU. (and you'd get 90FPS+ with the same settings and GPU anyway)

So if you upgraded to an i7-4790K you might gain between 0% and 15% best case at 1920x1080.

As games use DX12 and Vulkan better in the future you would likely see this drop closer to 0% aside from the occasional title that wants to use a lot of CPU for some reason.

what is your 4670k overclocked too? if you are like everybody else and at 4.4ghz+ then it is doubtful you are bottlenecking. there are plenty of 6600k reviews showing stock vs 4.6ghz giving maybe 2-5fps but they are at the top end when already running 90fps+. if you are on a 60hz panel then it wont make a lick of difference. the 6700k in "some" games can again give 2-5fps more at the top end but is not going to magically make 60fps become 70fps.

There isn't really any information i can provide. I just felt like my 1070 wasn't as good as it should of been in GTAV. Its good in pretty much any other game but i saw a 1050ti getting an average of 124 fps. I think its bull personally but it made me think about this. How would i check that PCIe info?

you could always run ddu to flush out your gpu drivers to rule out any potential performance stealing driver conflicts.

124FPS?

At what resolution and graphics settings?

I have a GTX1080 and i7-3770K CPU and can't get 124FPS on maximum settings. I'm closer to 75FPS average (with a few settings drops to maintain 60FPS VSYNC ON) at 2560x1440.

I also doubt that your CPU is the bottleneck for GTA 5 + GTX1070.

In the following benchmark, the GTX1050Ti would be near the GTX770 (hard to say as there could be some issue with 2GB only of VRAM):

So about 67FPS at the SAME resolution and settings (and area of game). Game may have been slightly IMPROVED with patches since then.

So that is NOT maximum quality. If it was maximum quality at 1080p he'd be under 30FPS.

Summary:
Again, 124FPS is meaningless if we don't know the exact settings but:

a) You should be able to maintain 60FPS at 1080p max/near-max

b) The CPU is likely never a bottleneck in GTA5 for you.
