Question Is my GPU or my MOBO bad?

Is there a way to definitively single out what is causing issues with my system? I have random and intermittent issues that I think are linked to either my MOBO or my GPU.

ERROR #1 - BIOS being Wonky

Firstly, I get a beep code on start up randomly. One long, 3 short. Which for Asus MOBO's is a GPU error. This error is fixed when I change a video setting in my BIOS from 'Auto' to 'PCIe' -But this then spawns the next error:

This setting will save, and work properly for about 3 or 4 start-ups then I get the beep code again and come to find the setting is back on "Auto". I have tried the CMOS battery reset and all that jazz - Still does it.

ERROR #2 - Video Issues

I am getting Direct X errors on some video games, from failing to start-up fully, to error code crashing, to complete BSOD. I have tried everything from using direct X 11, Direct X 12, changing drivers on my card to various different dates (Old and Updated)
For a $1000 price tag and (Relatively) State-of-the-art Card, I don't feel like I should be having these issues.

ERROR #3 - RGB Failure

I use Asus' MOBO proprietary software to control the RGB on my system. Intermittently it will just be dark, everything is operating, but no lights. I understand it starting with default RGB then switching to my set profile once I'm at desktop but completely dark?

This combination of errors is what is leading me to believe it's the MOBO.

My Question: Is there any diagnostic program or something I can do to determine if one or the other or both are bad to return under warranty?

bios up to date?
remove gpu, if it happens still, should be mobo, but could be psu or ram as well
So an update had recently just come out. I installed it and that seemed to fix the issue with the RGB.

But I am still having GPU errors.

Battlefield 2042 will give me Direct X error codes, fail to load, and/or crash as soon as it tries to load into a game.

Hell Let Loose will fail as soon as it loads into a game.

Right when it's time to preform - It craps.
 
did you try gaming with your integrated GPU of your CPU? Does it happen then too?
remove the 4070TI and connect the monitor to the motherboard´s video port

if this works, reinstall the 4070TI, try using DDU uninstaller and freshly install the driver from nvidia.com

Reinstall the game

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

check the hard drive for errors with its manufacturer´s tool and if available, update the firmware

use ddu uninstaller and reinstall the latest graphics driver
