Is my GTX 1070 performing properly?

16Gb DDR4 @3000MHz
MSi GTX 1070
3440x1440p Ultrawide (21:9) Monitor @60Hz

Hi everyone,
I have the feeling my GTX 1070 isn't performing properly, considering the FPS figures I get on the games I play and the amount of reviews stating that it is ''overkill'' for 1080p and that ''it will handle all games very well.''

With everything maxed out I get an average of:

30 FPS on The Witcher 3 @3440x1440p
24 FPS on Assassins Creed Syndicate @3440x1440p
24 FPS on Deus Ex Mankind Divided @3440x1440p
43 FPS on Deus Ex Mankind Divided @2560x1080p

I don't know what reviewers mean when they say ''very well'', but for me, it means 60 FPS and after reading many reviews, I was expecting better performance. Are my expectations just too high?

The most concerning for me is Battlefield 4, as I think I used to hit around 70 FPS, but now I barely hit 60 FPS @3440x1440p , which dips down to 50 FPS and sometimes even 40 FPS when something blows up and there is a lot of fire and smoke.

Could it be that my GPU is throttling down, since it always hits 83 degrees under load? And how would I see whether it is? (I use the HWMonitor by CPuid)

I think your expectations are just too high. The gtx 1070 under load will run on 85c, nothing wrong here.

1. What graphics card did you have before?

2. How many FPS do you get if you back off max settings.

Before, I had the ATi Radeon HD 6950. I played at 1920x1080 and Battlefield or even Crysis 3 ran pretty well at medium to higher settings. That is why I was expecting a much better performance, since the HD6950 is a couple of generations old and has a quarter of the VRAM and other much older specs. Also I bought the whole PC (the old one) for only about £700 and the new one for almost twice that amount. With all these new components I figured the new PC would also be quite future proof.
To answer your second question, the amount of FPS does obviously go higher when I lower the settings, but usually only by about 10 FPS
