Is my motherboard or my PSU broken?

After installing my build into a new case, the machine would not power on. I tested to see if the PSU was broken with the paper clip test and the fans did not spin. On the box I got it in, it says that the fan only spins in hotter temps. I tried to test if my motherboard was broken because I tugged on it a few times when checking if I installed stand-offs correctly and maybe that messed something up. I plugged it to the PSU and still nothing. Is my motherboard or PSU broken?
Also, when my PSU turns on it emits a low buzzing noise that you can only hear when going really close to it

Breadboard your MoBo and look if you can get your system running when it's outside of the case.

Also, full system specs would help a lot.
