[SOLVED] Is my Power Supply failing ?

Everytime i turned on my computer, the power supply fan sound like its about to take off with lots of vibration but the noise goes away after awhile like 15mins, im really not into PC , if you guys could help me i'll be so glad.
(also i used to have a graphics card (GTX 960) when i played games on high settings my pc would restart during the game loading screen on games like Dota 2 )

PS i use a core i5 6600k
4+4gb ram
Corsair VS 650 (orange color)
1x 120gb WD Green
1x 1tb WD Green

That VS 650 with orange lettering is old and a very low quality PSU.

There is a 2012 and 2017 version of that PSU. The orange lettering is the 2012 version which is an horrible PSU and the 2017 version is better but still not a really good PSU.

Replace that PSU and your issue should be gone.

I would replace it as soon as possible.
The orange VS are low quality and old.

I would not got with the Neo Eco because of reliability issues.
I wouldn't select anything lower in quality than a Corsair CX-M Series 650W

I like to buy once, so I select better quality PSU that will last longer.
I have purchase about a dozen CORSAIR TX-M Series TX650M and none have failed on me.
They come with a 7-year warranty just in case.
